Water Rates UK 2025: Metered vs Unmetered — Which Saves You Money?
The average UK metered water bill is around £448/year. Unmetered bills (based on rateable value) can be higher or lower depending on your household. The key rule: if there are fewer people in your home than bedrooms, a meter usually saves you money.
How Water Billing Works in England and Wales
In England and Wales, water billing is split between two types:
Metered: You pay for what you use, measured in cubic metres (m³). A typical charge is £1.00–£1.60 per m³ plus a fixed standing charge. An average household uses approximately 110m³ per year.
Unmetered: A flat annual charge, calculated from your property's Rateable Value (RV) — a government valuation from 1990 used historically for business rates. Your water company multiplies this RV by their annual poundage rate.
| Region | Average unmetered RV poundage (approx.) | Typical unmetered bill |
|---|---|---|
| Thames Water | ~£2.40 per £ of RV | Varies widely |
| Severn Trent | ~£1.90 per £ of RV | £300–£700 typical |
| Anglian Water | ~£3.20 per £ of RV | £400–£900 typical |
| Yorkshire Water | ~£2.50 per £ of RV | £350–£750 typical |
Figures are approximate. Check your supplier's current rates.
Average Water Bills by Region 2025/26
| Water Company | Average Metered Bill (2025/26) | Change vs 2024/25 |
|---|---|---|
| Thames Water | ~£535 | +~£30 |
| Anglian Water | ~£528 | +~£28 |
| Southern Water | ~£498 | +~£40 |
| Severn Trent | ~£438 | +~£25 |
| Yorkshire Water | ~£432 | +~£22 |
| United Utilities (NW England) | ~£455 | +~£26 |
| Wessex Water | ~£512 | +~£35 |
| England/Wales average | ~£473 | +~£31 |
| Scottish Water | ~£340 (part of council tax) | — |
| NI Water | ~£400 (estimated, rate-based) | — |
Scotland: water charges are collected via council tax — Scottish Water is publicly owned and bills are set nationally. Northern Ireland: water is managed by NI Water, funded partly through the Northern Ireland block grant and partly via rates.
Metered vs Unmetered: Who Benefits?
The key variables are household size and water usage habits.
| Household | Metered likely cheaper? | Unmetered likely cheaper? |
|---|---|---|
| 1 person in 3-bedroom home | ✅ Yes | ❌ |
| 2 people in 2-bedroom flat | ✅ Usually | — |
| 4 people in 2-bedroom flat | ❌ | ✅ Yes |
| 3 people in 3-bedroom home | Roughly equal — depends on usage | — |
| 5 people in 4-bedroom house | ❌ High usage | ✅ Flat rate preferred |
| Small household with garden | Depends — garden hosepipes use a lot | — |
The shortcut rule: If the number of people in your home is less than the number of bedrooms, request a meter.
Calculating Metered Costs
Your metered bill has two components:
- Standing charge: Fixed daily cost regardless of usage (~£100–£150/year typically)
- Volumetric charge: Cost per m³ of water and sewerage used
Typical metered rates (combined water + sewerage, 2025/26):
| Company | Standing charge (approx.) | Volumetric charge (per m³) |
|---|---|---|
| Thames Water | £120/yr | ~£3.40/m³ |
| Severn Trent | £115/yr | ~£2.60/m³ |
| Anglian Water | £130/yr | ~£3.60/m³ |
| Yorkshire Water | £110/yr | ~£2.80/m³ |
Example: 2-person household using 80m³/year on Severn Trent:
- Standing charge: £115
- Usage: 80 × £2.60 = £208
- Total: ~£323/year
An unmetered property on Severn Trent with RV £50 might pay: £50 × £1.90 × 2 (water + sewerage equivalent) = ~£190 just for water or significantly more for a higher RV property.
Getting a Meter: How to Switch
- Contact your water company — request a free meter installation (most companies are obligated to install one for free on request)
- Installation visit — a technician installs the meter (usually within 30 days, external or internal depending on property)
- Trial period — most companies in England allow you to return to unmetered billing within 24 months if the meter doesn't save you money
- Read your first bill — actual meter readings confirm your usage
- Compare with old bill — if you're saving, keep the meter; if not, revert during the trial window

How to apply: Contact your water company directly — they have their own WaterSure application process.
Water Meter Saving Calculator
Rough estimate of your annual metered vs unmetered comparison:
| People in household | Estimated annual water use | Metered cost (Severn Trent, approx) |
|---|---|---|
| 1 person | 55m³ | £258 |
| 2 people | 80m³ | £323 |
| 3 people | 105m³ | £388 |
| 4 people | 130m³ | £453 |
| 5 people | 160m³ | £531 |
Compare these estimates with your current unmetered bill. If your unmetered bill is significantly higher than the metered estimate for your household size, request a meter.
