The Climate Change Levy (CCL) is a UK tax added to business energy bills for taxable commodities such as electricity, gas and certain solid fuels, intended to encourage energy efficiency and reduce carbon emissions. Domestic energy use and energy used by charities for non-commercial purposes are excluded, and energy-intensive sectors can significantly reduce their CCL rate by entering into a Climate Change Agreement with the Environment Agency, committing to specific energy-efficiency or emissions targets in return.
