What is Discretionary Housing Payment?
An extra, short-term payment from your local council to help cover rent or housing costs when your benefits do not stretch far enough.

A Discretionary Housing Payment (DHP) is a top-up administered by local councils in England, Wales and Scotland to help people who already receive Housing Benefit or the housing element of Universal Credit but still face a shortfall between their benefit and their actual rent. Councils have discretion over awards, so there is no fixed amount or guaranteed entitlement; payments are usually short-term and intended to bridge a gap while a longer-term solution is found. DHPs can help with rent shortfalls caused by the benefit cap, the under-occupancy charge (bedroom tax), Local Housing Allowance limits, rent deposits or moving costs. They cannot cover ineligible service charges, sanctions, or council tax. To apply, you contact your local authority and explain your circumstances; awards are reviewed against need and the council's available budget. DHPs matter because they offer a safety net for households at risk of rent arrears or homelessness while other support is arranged.
