What is New State Pension Transitional Arrangements?
Rules that convert National Insurance records built up before April 2016 into a starting amount for the new State Pension.
Full Definition
When the new State Pension replaced the old basic and additional State Pension system from 6 April 2016, transitional arrangements were used to calculate everyone's "starting amount" — broadly the higher of what they would have received under the old rules or the new rules based on their National Insurance record up to that date. Anyone whose starting amount was above the full new State Pension keeps that higher "protected payment" for life, while those below it can still build up further qualifying years to reach (but not usually exceed) the full new rate.
