What is Pension Credit Guarantee Credit?
The means-tested element of Pension Credit that tops up a pensioner's weekly income to a guaranteed minimum level, and which also acts as a passport to other help such as free TV licences for over-75s and Winter Fuel Payments.

Guarantee Credit is the main, means-tested element of Pension Credit, topping up a pensioner's weekly income to a guaranteed minimum level set by the government each year -- for 2026/27, broadly a set amount for a single person and a higher combined amount for a couple, with additional amounts (called premiums) available for severe disability, caring responsibilities, or certain housing costs such as some mortgage interest and service charges not covered by other benefits. It is distinct from the second, smaller Pension Credit element, Savings Credit, which is only available to those who reached State Pension age before 6 April 2016 and rewards modest savings and additional pension income rather than simply topping up to a guaranteed floor. Eligibility for Guarantee Credit requires the claimant (or both members of a couple) to have reached State Pension age, with income assessed against the guarantee level after certain disregards, and savings and capital above £10,000 reducing the award through deemed (notional) income in the same way as for other means-tested benefits, at £1 of notional weekly income for every £500 (or part of £500) of capital above the £10,000 threshold. Because take-up of Pension Credit has historically been low relative to eligibility -- with hundreds of thousands of eligible pensioners not claiming, often unaware they qualify or wrongly assuming small amounts of savings or a small workplace pension rule them out -- the Department for Work and Pensions has run repeated awareness campaigns encouraging pensioners on low incomes to check their eligibility using the online Pension Credit calculator. Guarantee Credit is particularly valuable beyond its direct cash value because an award, even of just a few pence a week, acts as a passport to other significant help: full Council Tax Reduction, help with NHS costs, a free TV licence for those aged 75 and over, and, since means-testing of the Winter Fuel Payment was introduced, entitlement to the Winter Fuel Payment itself for pensioners who would otherwise be excluded on income grounds. This "cliff-edge" passporting effect means even a very small Guarantee Credit award can be worth considerably more to a low-income pensioner than the headline weekly top-up amount suggests, making a Pension Credit check worthwhile for any pensioner close to the qualifying income level.
