A Section 20 notice (Landlord and Tenant Act 1985, Section 20) must be served by a freeholder or managing agent before major works costing more than £250 per leaseholder, or long-term agreements exceeding £100 per leaseholder per year. Stages: Notice of Intention (30-day response window), Statement of Estimates (with 2+ quotes), Notice of Reasons (if leaseholder objections rejected). Failure to consult limits recoverable cost to £250 per leaseholder. Leaseholders can challenge at First-Tier Tribunal (Property Chamber).
